Program Manager

CSEngineering is looking to add a Program Manager to our growing team! This role leads design and construction project coordination across various disciplines. You'll drive planning, track budgets and schedules, lead inspections, and be the go-to liaison for stakeholders, A/E firms, and contracting partners. PMP and a degree in engineering or architecture are strongly preferred.
JOB RESPONSIBILITIES
- With close coordination with Civil Units within DoD, the Program Manager shall be responsible for coordinating all assigned project designs and construction with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, project stakeholders, tenant organization representatives, and construction agents such as private contracting companies, and other departments. The Program Manager shall also be able to develop scopes of work, prepare detailed cost estimates using RS Means cost estimating data, coordinate projects with all applicable stakeholders, resulting in the development and award of construction projects using available Civil Units within DoD's contracting vehicles.
- The Program Manager shall validate the requirements for proposed design/construction projects through consultation with program officials in customer organizations.
- The Program Manager shall consult with contractors, Architect and Engineer (A&E) firms, and contracting officers to resolve difficult, unforeseen problems on design interfaces, regulatory limitations, and to exchange information and expedite work. The Program Manager will continuously track, justify, and adjust programming documentation to account for unforeseen setbacks; resolve funding and/or scheduling conflicts.The
- Program Manager shall conduct research for any needed technical solutions and respond accordingly.
- Program Manager shall interact with A/E firms, providing project direction, project decisions, project feedback, project coordination, project scheduling, and approval/recommendations.
- Program Manager shall coordinate the review of A&E Statements of Work, design drawings, engineering plans, specifications, and cost estimates with base staff, project stakeholders, and privatized utility companies as required by the project.
- The program Manager shall inspect and/or oversee the inspection of construction for compliance and resolve differences with contractors.
- Perform at least bi-weekly construction inspections on all assigned engineering projects when the projects have entered the construction phase.
- The Program Manager shall coordinate Pre-Construction Conferences, ensuring all necessary agencies are in attendance. Additionally, ensure the pre-Final and Final Inspections are coordinated with all necessary agencies.
REQUIRED CERTIFICATIONS AND QUALIFICATIONS
- Bachelor's degree in Engineering or Architecture.
- PMP Certification and 1–5 years of relevant experience preferred.
- Must be a United States Citizen.
