Civil Engineering Program Manager

JOB RESPONSIBILITIES

What You'll Do:

  • Perform the mission-critical role as the central hub for every T-7A facility project – from new hangars and simulators to runway upgrades and training infrastructure.
  • Build and maintain the master milestone/ Gantt charts that keep dozens of concurrent projects on schedule and leadership fully informed.
  • Craft DD Form 1391s, Statements of Work, performance-based specifications, and rock-solid cost estimates that turn vision into funded reality.
  • Partner directly with pilots, maintainers, the 47th Flying Training Wing, 47th Contracting Squadron, and the Program Integration Office to make sure every facility exceeds mission needs.
  • Get out from behind the desk: regular site walks, design reviews, pre-construction meetings, and construction oversight at one of the Air Force's premier undergraduate pilot training bases.
  • Deliver clear, concise weekly updates that keep senior leaders and the wing commander confident in program success.

Key Responsibilities:

  • Full lifecycle program management of all T-7A Beddown MILCON, and sustainment projects.
  • Develop and track integrated master schedules and critical-path milestones.
  • Lead programming efforts (DD 1391s, SOOs, SOWs, ROMs, life-cycle cost estimates).
  • Coordinate requirements with end users, 47th Contracting Squadron (47 CONS) and Program Integration Office (PIO) leadership.
  • Provide experience using 32-series Civil Engineer AFIs and Air Force best practices.
  • Conduct site visits, respond to RFIs, review submittals, and perform quality assurance inspections.
  • Prepare and present Weekly Activity Reports and executive-level briefings.


Required Qualifications:

  • Bachelor's degree in engineering or architecture.
  • Minimum of eight (8) years of experience in engineering design, architectural design, and/or project management for public and/or federal projects.

Preferred Qualifications:

  • Licensure as an Engineer or Architect.
  • Project Management Professional (PMP) Certification is a plus.
  • Progressive experience in military or federal construction/program management; prior Air Force MILCON or beddown experience is a huge plus.
  • Proven mastery of DD Form 1391 programming and acronym-heavy Air Force civil engineering processes.
  • Expertise with complex Gantt charts and schedule analysis (Primavera P6 or Microsoft Project).
  • Exceptional communication skills.
  • Active clearance (or ability to obtain one quickly).
