IT Strategy Lead (Chief Strategy Officer)

CSEngineering is seeking an IT Strategy Lead to join our growing team! This role will serve as a strategic advisor supporting enterprise-level initiatives focused on the management and improvement of IT business systems. The ideal candidate will provide strategic planning, performance monitoring, and continuous process improvement leadership to help drive organizational efficiency and mission success.

JOB RESPONSIBILITIES

  • The IT Strategy Lead will serve as a strategic point of contact and provide strategic development and analysis support for enterprise IT initiatives and portfolio management activities. The role supports organizational mission objectives through strategic planning, performance monitoring, and process improvement initiatives related to the management of IT business systems.
  • The IT Strategy Lead will establish and oversee a Continuous Process Improvement (CPI) framework designed to enhance operational effectiveness and organizational performance. This includes identifying improvement opportunities, implementing strategic initiatives, and monitoring the effectiveness of implemented solutions.
  • The position will support the development and implementation of comprehensive strategic plans aligned with organizational goals and mission priorities. Responsibilities include developing strategic milestones, monitoring project execution against planned timelines, and providing insights into program performance and risk areas.
  • The IT Strategy Lead will collaborate with program managers, leadership teams, and project stakeholders to ensure alignment between operational execution and strategic objectives. The role will also provide recommendations and strategic guidance to support decision-making and improve program outcomes.
  • The IT Strategy Lead will assist with cross-organizational strategic planning efforts and support the integration of strategic initiatives across multiple teams and programs. This includes developing frameworks, tools, and processes that enable effective planning, execution, and evaluation of strategic programs.
  • The position may also support the development and delivery of strategic planning training materials and curriculum designed to improve organizational capability in strategy development, implementation, and performance monitoring.

REQUIRED QUALIFICATIONS

Security Clearance: Top Secret

  • Relevant certification from a nationally recognized authority required.
  • Minimum of Five (5) years of experience supporting strategic planning and process improvement initiatives within an IT-focused organization.
  • Experience establishing and executing strategic processes that support the management and improvement of IT programs.
  • Experience supporting Continuous Process Improvement (CPI) programs at an organizational or enterprise level.
  • Demonstrated knowledge of cross-organizational strategic planning and operational execution.
  • Experience developing and implementing strategic plans that align with organizational goals and long-term vision.
  • Strong analytical, communication, and organizational skills with the ability to provide strategic recommendations to leadership and program teams.

Location:Washington, DC (NCR) with potential travel to other government sites as required.

PREFERRED CERTIFICATIONS

  • Lean / Six Sigma Black Belt preferred.
