SME for Lease Scoring

**Future Opportunity**

CSEngineering is seeking a SME for Lease Scoring to join our growing team! This role will provide expert financial analysis, quality assurance, and high-level technical support for federal real property leasing and acquisition projects. The ideal candidate will bring over 10 years of experience in lease financial analysis, federal regulations, and government contracting to deliver specialized lease scoring runs and decision-support deliverables for leadership.

JOB RESPONSIBILITIES

• Perform up to 50 Lease Scoring Runs in accordance with OMB Circular A-11's "90% Test" for various lease projects.
• Conduct Lease Scoring at designated instances throughout the lease procurement process.
• Obtain and input all required information to populate the Lease Scoring Model, including pricing documentation (GSA Form 1364, GSA Form 1217) and space planning documentation (SEPS Program for Design).
• Determine building classification by departmental function and verify all underlying assumptions or discrepancies in the financial data.
• Update Lease Scoring Runs as needed based on changes in the underlying model, such as adjustments to discount rates or construction cost indices.
• Conduct invoicing and create detailed price proposals for the Construction and Facilities Management (CFM) Office of Real Property (ORP).
• Provide expert guidance to regional and local VA offices regarding real property and real estate investment analysis.
• Ensure all technical analyses align with VA and GSA processes, milestones, and private sector real estate best practices.

REQUIRED QUALIFICATIONS

Security Clearance: Public Trust (Minimum).

• Bachelor's degree in Finance, Economics, or a related field.
• Minimum of ten (10+) years of experience with a heavy emphasis on validating data analysis and quality assurance.
• Extensive experience in federal government or government contracting environments.
• Advanced knowledge of federal real property law and regulations, specifically Title 40 U.S.C. and OMB Circular A-11.
• Mastery of lease financial analysis, Net Present Value (NPV) calculations, and the OMB "90% Test".
• Familiarity with the Federal Acquisition Regulation (FAR) and GSA Leasing Desk Guide processes.
• Proficiency with Microsoft Office Suite and VA-approved document repositories

PREFERRED QUALIFICATIONS

• Certified Commercial Investment Member (CCIM), Chartered Financial Analyst (CFA), or specialized federal certification/training in OMB A-11 lease scoring.
• Understanding of Title 38 U.S.C. § 8103 and Title 40 federal property authorities.
• Deep expertise in VA and GSA real estate milestones and private sector best practices.
