Program Manager II
**Future Opportunity**
CSEngineering is seeking a Program Manager II to join our growing team! This role will provide senior program leadership, project integration, and stakeholder coordination for a complex facility delivery effort in a government environment. The ideal candidate will bring strong construction project management experience, excellent communication skills, and the ability to manage scope, schedule, risk, and change across a highly visible program
JOB RESPONSIBILITIES
- The Program Manager II will serve as the senior on-site program lead and primary interface for overall project delivery, communications, and execution support.
- Define program and facility requirements and support development of project planning and documentation packages.
- Manage design and construction execution, including schedule oversight, risk abatement, issue resolution, and coordination among stakeholders.
- Lead project communications, status reporting, and engagement activities for leadership, operational users, and external stakeholders.
- Apply structured change management practices to support phasing, occupancy planning, mission impacts, and process modernization.
- Coordinate activities among government representatives, design teams, construction contractors, and other supporting parties to minimize mission interruption.
- Use Primavera P6 and standard project controls tools to manage schedule, milestones, and progress reporting.
REQUIRED QUALIFICATIONS
Security Clearance: Active TS/SCI clearance
- SAP eligibility required.
- Active Project Management Professional (PMP) certification required.
- Minimum of ten (10) years of construction project management experience.
- Hands-on expertise with Primavera P6 project management software.
- Demonstrated experience managing project risk, schedule, coordination, and stakeholder communications in a government or similarly complex environment.
- Strong oral and written communication skills in English.
- Ability to lead multidisciplinary teams in a full-time on-site environment.
PREFERRED QUALIFICATIONS
- Experience managing ICD 705, SCIF, or intelligence-facility construction programs.
- Experience developing DD Form 1391 packages.
- Experience serving as liaison among mission customers, design teams, construction contractors, and civil engineering stakeholders.
- Experience leading change management for active operational populations during construction.
- Experience managing construction activities on active sites with minimal mission disruption.
- Prior experience supporting Intelligence Community, Department of the Air Force, or U.S. Space Force programs in TS/SCI environments.
